Study abroad cost 2026: 70% target budgets below Rs 30 lakh, says upGrad report data

For years, studying abroad has been associated with hefty fees, expensive living costs and families willing to spend tens of lakhs on an overseas degree. But the profile of the Indian study-abroad aspirant appears to be changing.

According to the UpGrad Transnational Report 2026, 70% of aspirants now target budgets below Rs 30 lakh.

The report describes this as an “Affordability Revolution”, with international education increasingly moving from aspiration towards affordability.

Note that the data is based on UpGrad Study Abroad’s learner and counselling records, so it should not be read as a picture of India’s entire study-abroad market.

Rs 30 LAKH IS EMERGING AS A KEY BUDGET MARKER

The report shows a sharp rise in aspirants looking at lower-cost study-abroad options between 2024 and 2026.

This shift is happening alongside growing interest from Tier 2 and Tier 3 cities. In the report’s aspirant profile, 40% come from Tier 1 cities, 30% from Tier 2 and 20% from Tier 3 cities, with the remaining 10% classified as others.

That matters because the overseas education market is no longer being shaped only by students from India’s biggest metros.

The report links the affordability trend to three developments: increasing interest from smaller cities, greater traction for European destinations and the emergence of hybrid and pathway programmes that can lower upfront costs.

EUROPE IS HELPING CHANGE THE MATH

Germany stands out in the report’s comparison of international destinations.

Public universities in Germany typically charge between €0 and €3,000 per year, while eligible students get an 18-month job-seeker visa after completing their studies. The report identifies engineering, manufacturing and technology among Germany’s key strengths.

Other European destinations also feature relatively lower tuition ranges in the report.

France is listed at €3,000 to €15,000, Spain at €5,000 to €20,000, and Finland at €8,000 to €18,000. Their post-study options range from 12 months in some cases to up to two years, depending on the country.

The report says Europe is emerging as a strong alternative to traditional study-abroad markets as students pay greater attention to costs, immigration policies and career outcomes.

STUDENTS ARE LOOKING FOR VALUE, NOT JUST A FOREIGN DEGREE

The affordability shift also ties into a broader change in how students are making study-abroad decisions.

The report says 49% identified better jobs as a reason for studying abroad in 2025-26, making it the dominant motivation. Quality education remains a major factor, while permanent residency and lifestyle also influence decisions.

That means the calculation is changing. Students are not simply asking which foreign university they can enter. They are increasingly considering what their investment can deliver afterwards.

The report also notes that 73.1% of its aspirants are exploring Master’s programmes, while 25.6% are considering Bachelor’s degrees.

THE STUDY-ABROAD MAP IS GETTING WIDER

The report’s larger message is that international education is becoming less concentrated around the traditional destinations.

Germany, France, Spain and Finland are gaining attention, while hybrid and pathway models are being positioned as another route to an overseas degree.

For Indian students and families, the biggest change may therefore be less about whether they want to study abroad and more about how much they are willing to spend to do it.

The Rs 30-lakh benchmark emerging in the report points to a study-abroad market where affordability, career outcomes and return on investment are becoming central to the decision.
