TRAI Draft AI Guidelines for Telecom Networks: Comments Open Until November 27

by BollywoodNewsAndMovie

India’s telecom regulator has proposed a dedicated framework to improve the responsible use of Artificial Intelligence in telecommunications networks and services, placing greater emphasis on accountability, safety and consumer protection.

The Telecom Regulatory Authority of India released its draft Guidelines on Responsible Use of Artificial Intelligence (AI) in Telecommunication Networks and Provision of Telecommunication Services on October 30, 2026.

The consultation seeks to establish clearer expectations for telecom entities that use or plan to use AI in their networks and service delivery.

Under the proposed framework, applicable authorised entities would be required to formulate internal AI policies approved by their boards of directors or equivalent governing bodies.

These policies would include a system for classifying AI applications according to risk. The draft identifies high-risk, medium-risk and low-risk categories, based on the significance of an AI system to telecom operations, financial and operational outcomes, and potential consumer implications.

The regulator has also proposed that AI systems should be used only after approval by designated officers within the organisation. Approval responsibilities could be assigned according to the risk classification of individual systems.

Another major element concerns AI-related incidents. The draft proposes that telecom entities maintain a central database to record such incidents and classify them according to severity.

Critical and high-severity incidents would have to be reported to TRAI in the prescribed format and within the applicable timeframe.

The proposed framework also places importance on human oversight. AI systems used in telecom networks and services would need appropriate supervision to identify risks and address undesirable outcomes.

Data governance is another key area. The draft says information used or generated during the lifecycle of AI systems should be handled lawfully and securely, in accordance with applicable data-protection, privacy, confidentiality and cybersecurity requirements.

The regulator has further proposed a mechanism to address AI-related harm reported by telecom users, including a grievance redressal process for resolving complaints within a reasonable timeframe.

For implementation oversight, the draft proposes an AI Governance and Safety Committee within applicable authorised entities. The committee would review AI performance, incident records, vulnerabilities and emerging risks.

TRAI has invited written comments from stakeholders by November 27, 2026. The consultation will allow telecom operators, technology providers and other interested parties to provide feedback before the regulator decides on the final framework.

The proposals come as AI applications are increasingly being integrated into telecom infrastructure, network management and customer-facing services.
