The United States, India, Japan and Australia have agreed to expand cooperation on semiconductor supply chains, artificial intelligence and cybersecurity during a meeting of Quad foreign ministers in Atlanta, Georgia, on October 31, 2026.

The meeting brought together US Secretary of State Marco Rubio, India’s External Affairs Minister S. Jaishankar, Australian Foreign Minister Penny Wong and Japanese Foreign Minister Toshimitsu Motegi.

The ministers reviewed progress on existing Quad initiatives and reaffirmed their commitment to a free and open Indo-Pacific. Economic security, critical technologies, reliable supply chains and regional cooperation featured prominently in their discussions.

New Initiative on Semiconductor and AI Supply Chains

One of the major announcements was a new effort to identify potential bottlenecks in semiconductor and AI hardware supply chains before they cause disruptions.

The four countries emphasised the importance of building secure, resilient and trusted supply chains for advanced and leading-edge semiconductors and related hardware.

Semiconductors are essential components in computers, smartphones, telecommunications equipment, vehicles and advanced industrial systems. The proposed initiative aims to improve awareness of supply-chain vulnerabilities and strengthen economic security among the partner countries.

The ministers also highlighted the importance of trusted advanced communication technologies, including 5G, 6G and Open Radio Access Networks (Open RAN).

More Than $85 Million for Trusted AI Cooperation

The Quad countries expressed their intention to provide more than $85 million in technical and financial assistance to support access to trusted artificial intelligence technologies across the Indo-Pacific.

The proposed assistance will include cooperation through the Quad SI Accelerator and initiatives such as Pax Silica.

The joint statement uses the term “Super Intelligence” (SI). It clarifies that the term refers to artificial intelligence in India, Australia and Japan.

The announcement represents an intended assistance commitment. The joint statement does not provide a country-wise funding breakdown or a detailed allocation schedule.

United States Announces $10 Million for Critical Minerals Recycling

The ministers also welcomed a separate US commitment of $10 million to promote infrastructure and facilities in India and ASEAN countries for recovering critical minerals from waste.

The initiative focuses on recovering valuable materials from discarded electronics and other recyclable waste.

The four countries also expressed interest in exploring ways to streamline the movement of recyclable materials across borders while strengthening existing regulatory arrangements.

The initiative is intended to support recycling infrastructure and strengthen the resilience of critical mineral supply chains.

Quad Strengthens Cybersecurity Cooperation

Cybersecurity was another important area of discussion.

The ministers expressed concern about the growing threat posed by online and cyber scams to national and international security.

They condemned criminal groups involved in operating scam networks and trafficking people who are forced to carry out fraudulent activities targeting citizens across countries.

The joint statement also noted that Quad senior cyber officials had met during October and pledged to continue strengthening cooperation to support a trusted and resilient cybersecurity environment across the Indo-Pacific.

Business and Regional Cooperation

The ministers welcomed progress towards launching the first Quad Business Leaders’ Forum, which is intended to strengthen commercial connections and encourage cooperation between businesses in the four countries.

They also discussed energy security, maritime cooperation and infrastructure development.

The Quad countries reiterated the importance of protecting navigation rights and freedoms in the Strait of Hormuz, the Red Sea and the Bab el-Mandeb Strait in accordance with international law.

They also reviewed cooperation on disaster response and regional logistics, including the Indo-Pacific Logistics Network.

The October 31 meeting was the third Quad Foreign Ministers’ Meeting of 2026, following earlier meetings in May and July.

The ministers expressed their intention to continue cooperation through future Quad leaders’ and foreign ministers’ meetings.
